Goodmorning.Earlierthisweek,thegovernmentofNorthKoreaproclaimedtotheworldthatithadconductedasuccessfulnuclearweaponstest.InresponsetoNorthKorea''''sprovocativeactions,AmericaisworkingwithourpartnersintheregionandintheUnitedNationsSecurityCounciltoensurethatthereareseriousrepercussionsfortheNorthKoreanregime.

NorthKoreahasbeenpursuingnuclearweaponsanddefyingitsinternationalcommitmentsforyears.In1993,NorthKoreaannouncedthatitwaswithdrawingfromtheNuclearNonproliferationTreaty.TheUnitedStatesnegotiatedwithNorthKoreaandreachedabilateralagreementin1994:NorthKoreacommittedtogivingupitspursuitofnuclearweaponsinexchangeforhelpwithpeacefulnuclearpower.

AfterIcametooffice,wediscoveredthatNorthKoreahadbeenviolatingthisagreementforsometimebycontinuingworkonacovertnuclearweaponsprogram.MyadministrationconfrontedtheNorthKorearegimewiththisevidencein2002,andtheNorthKoreanssubsequentlywalkedawayfromthe1994agreement.

SomyAdministration公務(wù)員之家版權(quán)所有decidedtotakeanewapproach.Webroughttogetherothernationsintheregioninanefforttoresolvethesituationthroughmultilateraldiplomacy.Thelogicbehindthisapproachisclear:NorthKorea''''sneighborshavethemostatstake,andtheyareNorthKorea''''sprincipalsourcesoffood,energy,andtrade,soitmakessensetoenlistthemintheefforttogettheNorthKoreanregimetoenditsnuclearprogram.

ThisdiplomaticeffortwascalledtheSix-PartyTalks,andthesetalksincludedNorthandSouthKorea,China,Japan,RussiaandtheUnitedStates.InSeptemberoflastyear,thesediplomaticeffortsresultedinawide-rangingJointStatementthatofferedaresolutiontotheproblemandabetterlifefortheNorthKoreanpeople.InthisJointStatement,NorthKoreacommittedtoabandoningallnuclearweaponsandexistingnuclearprograms.NorthKoreawasofferedtheprospectofnormalizedrelationswithJapanandtheUnitedStates,aswellaseconomiccooperationinenergy,trade,andinvestment.AndtheUnitedStatesaffirmedthatwehavenonuclearweaponsontheKoreanPeninsulaandnointentiontoattackorinvadeNorthKorea.

Unfortunately,NorthKoreafailedtoactonitscommitment.Andwithitsactionsthisweek,theNorthKoreanregimehasonceagainbrokenitsword,provokedaninternationalcrisis,anddenieditspeopletheopportunityforabetterlife.Weareworkingforaresolutiontothiscrisis.Nationsaroundtheworld,includingourpartnersintheSix-PartyTalks,agreeontheneedforastrongUnitedNationsSecurityCouncilresolutionthatwillrequireNorthKoreatodismantleitsnuclearprograms.ThisresolutionshouldalsospecifymeasurestopreventNorthKoreafromimportingorexportingnuclearormissiletechnologies.AnditshouldpreventfinancialtransactionsorassettransfersthatwouldhelpNorthKoreadevelopitsnuclearormissilecapabilities.

Bypassingsucharesolution,wewillsendaclearmessagetotheNorthKoreanregimethatitsactionswillnotbetolerated.AndwewillgivethenationswiththeclosesttiestoNorthKorea--ChinaandSouthKorea--aframeworktousetheirleveragetopressurePyongyangandpersuadeitsregimetochangecourse.

Aswepursueadiplomaticsolution,wearealsoreassuringouralliesintheregionthatAmericaremainscommittedtotheirsecurity.WehavestrongdefenseallianceswithJapanandSouthKorea,andtheUnitedStateswillmeetthesecommitments.AndinresponsetoNorthKorea''''sprovocation,wewillseektoincreaseourdefensecooperationwithourallies,includingcooperationonballisticmissiledefensetoprotectagainstNorthKoreanaggression,andcooperationtopreventNorthKoreafromimportingorexportingnuclearormissiletechnologies.

Ourgoalsremainclear:peaceandsecurityinNortheastAsia,andanuclear-freeKoreanPeninsula.Wewilldowhatisnecessarytoachievethesegoals.Wewillsupportouralliesintheregion,we公務(wù)員之家版權(quán)所有willworkwiththeUnitedNations,andtogetherwewillensurethatNorthKoreafacesrealconsequencesifitcontinuesdownitscurrentpath.
